Dialling Romania

 Calling in and to Romania is fairly simple once you know the rules!

The phone market was opened up a bit in the last 5 years, with companies other than the former state-owned telco RomTelecom now allowed to offer landline residential services. 

However, the solution was a bit awkward, with the numbering system being grafted a bit so that the other operators would have to use a "3" in front of the county code (like a city code in other countries), instead of the Romtelecom "2".    The history of the telecommunications industry in Romania is included below for aficionados of the industry. 
Whatever the case, dialling is fairly straightforward if you follow the "Dialling Math" rules below, and dialling from overseas follows similarly.

Mad for Mobiles

Mobile phones have now overtaken the number of landline phones in Romania, with the mobile absorbing a high percentage of disposable income compared with English-speaking countries.  

All you really need to do if you're spending much time in Romania is to buy a local SIM card from any of the thousands of mobile phone shops which are easy to find in malls, shopping centres, street corners and seemingly everywhere.  Major players Vodafone, Orange and Cosmote divide up the Romanian market, all offering services and websites in English.
Simply copy over your address book to your phone, put the new local SIM card in, and copy back your info to the new card.  Or better yet, most of the standard chain stores in the  malls will do this for you!

Romania is well wired with over 80 "public" Hotspots nationally at hotels, pubs, cafes, restaurants, and even a few weird and wired places like a seed store and even neighbourhood apartments in some cities!

Out of the 450 or so wireless hotspots currently operating in Romania's cities, the public hotpots in Romania appear at mostly at cafes, pubs, restaurants, hotels, and a few downtown public spaces too. 
It's really pleasant to have a slice of "true" civilization from time to time when enjoying your stay in Romania, and we've listed some of our favourite cafes, restaurants, and hotels offering free wireless so you can update your blog, e-mail your friends in the States, and let everyone know how much fun you're having in your cheap little fascinating corner of Old Europe!
Over half of the HotSpots listed on Rest Romania websites have been certified with the Free HotSpot Certification Program, so you'll have few if any problems connecting once you're there.  Check out the local pages (use the town name links) for maps and direction in each of the towns listed below.

At a recent IT conference about wireless and mobility, Intel România counted about 78 public hotspots, most of which were in urban areas.   In addition to these public hotspots, about 4 out of 5 in Romania are actually hidden away in hotels, offices and conference centres.  Universities make up about 1 out of 10 of Romanian's hotspot, with the remaining public 10% listed below.
We've tried to list the most popular hotspots, although many of these have come from readers travelling in each area, so please update us with the facts when you know of a new hotspot, or one which is no longer operating.   We have heard of additional hotspots in Târgu-Mures, Bacău, Breaza, Călăraşi, Jurilovca, Moeciu, Otopeni, Piatra Neamţ, Pilu, and Târgu Lapus, but have yet to research these.   
Additionally, the airports at Iaşi and Timişoara offer hotspots in their departure lounges.

A Slice of ADSL:  Free

The Pizza Hut restaurant chain in Romania offers free wireless hotspots to customers at their Dorobanti, Calea Mosilor, Calea Victoriei and Plaza Romania locations in Bucharest

  They also have two wireless locations in Constanţa at their downtown restaurant, and the one out at the Tomis mall.   In Iaşi, the Moldova Mall restaurant will let you update your website with a slice, as will the River Plaza location in Râmnicu Vâlcea.

Starbucks does have a Plaza Romania location as well, although we don't know if they have wireless; some Starbucks do, some don't.  We'll keep checking, but if you find out, let us know, thanks.

Bucharest has about a quarter of Romania's public hotspots, with the capital city sporting about 20 across hotels, bars, restaurants, cafes and a few public spaces. 

One of the better and more convenient spots in Bucharest is in front of the National Theatre, next to the Intercontinental hotel, and just metres from the Universitate Metro (underground subway) station.

One of our top 3 Bucharest choices is the cozy uptown All4U Cafe on 19 Amzei Church Street (Str. Further north, the trendy Turabo Cafe in their Dorobanti location (not far from the Metro station, at Calea Dorobanti Nr. 20-28) offers wi-fi with your cuppa.  One of six locations in Bucharest and since early 2007, in Iaşi as well, their website touts that "Businessmen, expats, young professionals, statesmen, stars and… models come to our four [Bucharest] locations every day, every month." Cluj certainly wins the prize for having the most wireless hotspots of any major university city.  Perhaps it's the high percentage of university students in the town, or perhaps Clujeans hate cords.

Indeed, super-cool Cluj lives up it's name with the fun and funky Flowers Tea House 1911, offering free wi-fi to patrons in the heart of downtown in Unification Square (Piaţa Unirii 24). Connect to the c*free (Flowers) wireless network, and check out the website from Cyan Advertising for more info.
As there is no Pizza Hut with wireless in Cluj-Napoca as yet, you'll have to settle for a slice at one of the two Pizzeria Montana locations in Cluj, which offer free wireless and typically excellent Romanian takes on pizza.  
Contact the Calea Bucureşti Nr. 79 location on +40 (264) 411 558, and in the Mănăştur quarter, the restaurant at 12 Izlazului Street can be reached at +40 (264) 421 362.    A few doors down, you can find The Golden Cock at 8 Izlazului Street.  The "Cocosul de Aur" is in the c*free wireless network.

The Dialling Math

Basically, remove any leading zero and add a city code if it's too short.

1) First of all, get the local phone number, which, when dialled in Romania, begins with a "0"
2) Remove that leading "0" if it's there.  This should leave you with a number which is 8 or 9 digits long.
3)  If the number is only 6 digits, you need to look up the Code (aka City Code in English-speaking countries).  
4)  If the number is 7 digits, then it is probably you have a Bucharest phone number, and need to prefix that with the Bucharest code of (21), or more rarely, (31).

The Country Code for Romania is +40 

The "+" is replaced by your international dialling access numbers.  The "AXX" is the area code for the Romanian county, elsewhere known as the "City Code", see table at right.

Codes (City Codes)

In Romania, the city code portion refers to the actual county being dialled.

All Romanian city codes start with either a "2" or a "3".  The "2" is much more common, indicating that the fixed line service you are calling is served by Romtelecom, the former state phone company.  "3" means it's another one of the newer landline operators.

Get a Calling Card!

If you are dialling Romania regularly, we recommend a WorldCard calling card from Nobelcom.  Call rates are as low as 2 cents per minute and the line quality is reasonable to landlines in Romania.   If you call a mobile often, you'll find line quality somewhat diminished, and it may be better to use your fixed service for short calls at least.

The History of Romanian Telephony

The Communist Years

During the Communist years, there was no direct international access. Numbers had 5 digits except for Bucharest, where numbers were 6 digits long.  This extra-digit for Bucharest feature continues today. Dialling outside the town implied using the area code, even when the caller and the person being called had the same area code.  Today, areas codes cover the entire county, so it's not needed for intracounty calls. 
Area codes started with 9 and were 2 digits long for Bucharest (90-xxx-xxx) and 3 digits long (9pp-xx-xxx) for the rest of the country. Many smaller town or rural area calling implied using manual commutation circuits operated by humans. Short numbers for special services, like cab companies, were three digits long, starting with 0 (like 081 for the Ambulance).

After 1989, the then-monopoly state-owned phone company started a process of upgrading its facilities. In 1993 it started increasing the size of a number to 7 digits in Bucharest and 6 digits in the rest of the country and by changing the prefixing scheme (1 for Bucharest and 20 to 62 for each of the counties). Outside dialling required a national access code 0 (01-xxx-xxxx to Bucharest and 0pp-xxx-xxx for the rest of the country). In-calling could be done without prefixes at all (xxx-xxxx to Bucharest and xxx-xxx for the rest of the country).
Calling from outside meant +40-1-xxx-xxxx for Bucharest and +40-pp-xxx-xxx for the rest of the country. An international access code for Romanians calling abroad, 00, was adopted. codes were selected on a geographical order, starting with northern Moldova (Suceava had 30), then going southwards to eastern Wallachia, than westwards to Banat, than northern Transylvania and it ends in the southern Transylvania, until the biggest prefix , 69 (used for Sibiu County).
The short numbers for special services started with 9 and were three digits long (allowing 911 for emergency calls, like in the United States). Each town or has it own special services, callable with the same number throughout the country.

The Competition Arrives

In 1996, the first private phone companies, Connex and Dialog, were allotted from the remaining prefixes, which were county-like, 2 digits, prefixes. In the beginning, Connex got the prefix 92 and Dialog got 94. No other change happened, except that calling from a mobile to another mobile or landline implied the use of the national code, the area code (be it one of the regular ones or one of the new '9p'-series one) and the regular phone number, like a regular inter-call, even if the caller and the callee had the same area code.
Calling a Connex mobile from any phone in the country was 0-92-xxx-xxx. Afterwards, Connex also got 91 and 93 area codes, Dialog got 95 and 96, the newly-founded Zapp Mobile got 98 (shared with Cosmorom). Short numbers became were now allowed in both the older form and in 4 digits long forms, both with a leading 9.

Calling Freely

At the same time, no-charge numbers were allocated to special area codes or to the Bucharest area code, looking like 0-800-xx-xxx and 0-1-800-xxxx (the leading 0, in fact the national area code, was mandatory for any caller). Under a special agreement, even before this reform, foreign operators could be reached at various numbers, usually in the area code 800 (AT&T used 0-8000-8000). The extra-charge numbers were allotted in the area code 89, being called like 0-89-xxx-xxx (mandatory national access code).
Usually mobile phone users and abroad callers could not and cannot access no-charge or extra-charge numbers. Extra-charge SMS were sent to three digits numbers, each company having its own system.

Mobile Might Makes Landlines Lower

Due to what was seen as more affordable, landline usage started to drop as mobile phones market was growing fast. Mobile phone companies were running out of numbers, as both the main mobile companies claimed million after million of subscribers. Also, due to approaching EU membership, the state-owned company was going to lose the landline monopoly.

Today's system came about after a 2002 reform, which modified the system to an 10 digits system, starting with the leading national access code 0 (which is dropped when calling from outside Romania and replaced with +40):

Short numbers for special services and for extra-charge SMS remained unchanged.
